"June 10, 2014

Over the past decade Brazil’s IBICT has made two significant public investments. The first is a dramatic increase in scientific research. The second is national policies that ensure free and open distribution of these research products.

Within the last several years, Brazil has made a third significant investment with the Cariniana network. Cariniana is ensuring this open access research literature remain available now and in the future. It is (a) building a distributed digital preservation infrastructure using Stanford University Libraries’ LOCKSS software (b) processing content for preservation (c) ensuring digital preservation technical expertise resides in Brazil.

The Cariniana network is the vital “third stool leg” in support of Brazil’s academic research programs.

It is an extremely cost effective preservation approach for libraries, archives, and information centers, particularly when compared to the cost of conducting and disseminating the original research. The LOCKSS (Lots of Copies Keep Stuff Safe) Program open source software is used
and maintained by an international community. The distributed implementation of the Cariniana network shares management and technical costs with its Brazilian University partners. The nodes
in the network are housed and administered by the participating universities. Local staff is getting hands on digital preservation experience applicable to other preservation efforts.

Representatives from Latin American and European countries have spoken to Stanford University staff about the Cariniana’s work. Every day, publishers and librarians contact the Stanford University’s LOCKSS Program to inquire about how to preserve local and national open access
content and we point to the Carinana network as a model. As such, the LOCKSS Program has invited IBICT staff to participate in an invitational international workshop at Stanford University Fall, 2014.

We congratulate you on your work.
